watch @ 7:14... paul starts hitting vinnie's whammy bar. i wonder if this was planned or if paul was cutting vinnie's solo off because it went over the alotted time?

It's hard to say, it may have been planned, and Paul did like the ol' wang bar in the 80's.

He hadn't been soloing for that long, though it may have been cut in the middle so there could be a section of time missing.

If that's the case, who knows how long it was going on for? So long that the guy taping got bored?

To me, looks like a hint. 'Hey Vin, enough...On with the show'. Could 'look planned' as it is in the middle of a guitar solo (random notes), so it really doesn't matter were it stops. If it was in the middle of a song you'd notice it more. I know G& P didn't like VV extending his solos.
