I thought there was no flutter on the Lick it up album. I was wrong, Vinnie uses it at 2.09 on Gimme more for example, and on other songs too (I listened to that great record today...).

I learned some basic drums in the nineties, and still play sometimes. Even in my car I often stomp with my feet when I drive on the freeway... I own an old Rogers drumset (not in a very good condition), a Roland TD-7, and a kid drumkit.

The neck profile is fine, I think it's a C shape. Unfortunately I'll have to paint it, because wood is not very vinnyish...
This neck is also strangely narrow : I'll have to work on the locking Floyd piece to get the first and sixth string on the frets...

But a Sure Claw is for setting the springs' tension easily, which is different from a tremsetter (hipshot). Am I correct?

I find it strange that people like Steve Vai use a tremsetter. Aren't Floyd always supposed to stay in tune ? the idea behind a tremsetter is to stabilize tuning when you break a string or when you are making double bends(ala country style).
